The enterprise itself is effectively being relaunched, as over a year has passed without it becoming the primary team responsible for developing and supporting digital products for the military.

The Ministry of Defense has not yet specified when the transformation will be completed. The concept behind the “Digital Army” was to establish a permanent civilian team within the Ministry of Defense to develop and maintain digital systems for the armed forces. However, after the war concludes, some of these individuals might be demobilized and seek employment in the civilian sector. Yet, systems like “Резерв+,” “Армія+,” and Delta will remain operational and require ongoing support and development.
Therefore, the Ministry of Defense aimed to create a stable civilian IT unit with competitive salaries to assume responsibility for these products. The enterprise was envisioned to work with combat systems and defense innovations, collaborate with private firms, and even assist Ukrainian military-tech products in accessing international markets.
According to Chernenko, the former Deputy Minister of Defense for Digitalization, the launch was hindered by the necessity of establishing HR, legal, financial, and administrative processes virtually from scratch. She also noted that “Резерв+,” “Армія+,” the development of Delta, and other critical projects were created by the ministry’s teams, military personnel, and partners, without relying on the “Digital Army.” Furthermore, a former employee of the enterprise stated that agreements that could have been finalized within a week were protracted for months.
In June 2026, Yevhen Horbachev was appointed as the new head of “Digital Army.” Prior to this, he served as the CTO of MODUS X, an IT company within the DTEK group, for approximately two years, and led the state enterprise “Diia” from 2020 to 2024.
Currently, the “Digital Army” team comprises around 40 individuals. Plans are in place to gradually transfer some of the workload currently handled by the Ministry of Defense’s main IT department to this team. Initially, this will involve system and infrastructure administration, product testing, and support. Subsequently, the team is expected to take on more product development functions and work with registries.
Previously, dev.ua reported that in February 2025, the Ministry of Defense presented “Digital Army” as a platform for advancing digital products for the Defense Forces. The state enterprise was intended to collaborate with private companies and international partners, as well as to facilitate the entry of Ukrainian military IT solutions into foreign markets.
