Ukraine can finalize the majority of negotiation chapters for EU accession within 12-18 months and proceed to signing the membership treaty as early as 2027.

Ukraine’s EU Accession: When It’s Possible
This was stated by the Vice Prime Minister for European and Euro-Atlantic Integration, Taras Kachka, during the government’s question time.
Kachka recalled that the European Union provided the Ukrainian side with 145 requirements in advance for opening negotiation clusters.
The majority of these requirements pertain to aligning Ukrainian legislation with the Union’s standards, as well as the daily operational practices of institutions. All these demands are realistic. Within the next 12-18 months, most negotiation chapters can be closed, potentially leading to the signing of the EU accession treaty next year.

He clarified that in March, Ukraine received a second set of conditions for the successful completion of technical negotiations across all chapters. Currently, technical work with the European Commission is ongoing for all six clusters.
However, Kachka noted that even after the potential signing of the accession treaty, the process will not be fully complete: the document must undergo ratification in the parliaments of all EU countries, as well as in Ukraine, which could take several years.
