There is a specific procedure for evacuating from a train when it stops due to an air raid alert.

This was stated on the “Kyiv 24” broadcast by Denys Mikhalchenko, a security expert, who discussed passenger safety during air raid alerts.

He noted that the train conductor does not make decisions about evacuating people. This is done by the military, who inform dispatchers about the threat and call for evacuation.

Thus, to take preventative measures, the train is stopped. This allows passengers to gather their essential belongings, disembark, and move to a safe distance.

An evacuation procedure

The expert emphasized the importance of carrying a “go-bag” on journeys, which should include items like fuel tablets, a foil blanket, matches, food, water, and necessary medications.

“Take this go-bag and proceed outside during an evacuation. This will be sufficient to wait for emergency services for up to 10-12 hours if a strike occurs,” he said.

Furthermore, Mikhalchenko stressed that one should never hide under the train cars. Instead, people should move 100-200 meters away from the train, and if a strike occurs, lie down on the ground and wait for the situation to stabilize.

Responsibility of “Ukrzaliznytsia”

The expert also mentioned that “Ukrzaliznytsia” (Ukrainian Railways) is responsible for passengers who have purchased a ticket, including ensuring their safety from danger.

“Therefore, when ‘Ukrzaliznytsia’ carries out an evacuation, it must be understood that they are obligated to do so because, at that moment, the greatest danger is in that location,” stated Mikhalchenko.

However, once a person disembarks from the train car, individual responsibility for their own safety takes effect.
